Also, an addition to the incentives piece - It is important to punish breach in Input metrics like adherence to no. of meetings etc. Also, in terms of incentives, I have found it useful to incentivize Outputs (and show link between quality metrics and output during weekly meetups) and a big prize for Outcomes quarterly/yearly. What do you think?
Yeah, you need to balance IO (Inputs v/s Outcomes) for your incentive program.
I like to do 70% outcome v/s 30% input i.e. 10% of incentive driven by performance on QA (Quality Assurance) tests and 20% driven by "activity" (which is what you described above).
